Long explanation as to what they do.
First, they come up with rules and ask people what they think like here:

then, when survey actually says it was 50/50 they implemented these without any announcement or anything similar. Yes, you read it right, these rules even though survey said are clearly not what everyone wants, even though it hasn't been said that you have to follow them they're enforced. How do I know? I'll tell you later.
Also, they have full Syntex support. When I told one of these fort balancing strategists that I'll be reporting him to Syntex for obvious power abuse and enforcing non existing rules I was pretty much told he doesn't care because "I have Syntex support in what I'm doing". So apparently, you can ask, you can complain, you can show them what real rules are and what the surveys say but they won't care.
So how do I know all of this? Simple. It is FORBIDDEN for me to dig in Colorado. Yes amigos and senoritas you read it right, ACCORDING TO THESE NON EXISTING RULES THAT SOME MADE UP WHILE THEY WERE BORED I CANNOT DIG IN COLORADO. What's the reason behind it you ask? Well there is a made up rule saying that if there's a long existing pattern of digs (one side digs on even second on odd days) IT IS FORBIDDEN THAT A NEUTRAL LIKE ME ATTACKS ANY FORT IN TIME WHICH COULD AFFECT OTHER ATTACKS (in other words, I cannot attack forts because maybe someone else would want to and since they are the 2 big alliances they do it more often obviously).
TLDR how do these 5 people work
Make up rules in your mind -> ask people -> they deny they want changes -> you implement these rules but only in your head -> then you enfore these rules on players without letting them now -> forbid neutrals from digging -> be happy that people like JWillow quit the game because they're tired of having to fight you -> don't be worried about anything because you have Syntex support
