Why don't you take all the cash from the scoundrels and just reward for each successful duel and for KOing them? So each dual means that you get a reward of a fixed amount (say $1000) but that rather than a lottery, the successful duelers get a nice drop, with the KO'ing player getting the best prize.
IT'S JUST A SUGGESTION, you can ignore it if you like, I mean, why change it if it ain't broke?

4th going into event and all i got was nothing am a bit discouraged at the moment but hopefully i will be lucky next time

I've done these events in the past and won nothing, it's the nature of the game. I'd rather have a "chance" at something awesome (a rare weapon or clothing item) than a guarantee of a few thousand dollars for a win. C'mon, this is an awesome event that other worlds don't get. Enjoy it, please, and don't be a bad sport.
