No if your in the town you get the things much cheaper like a donkey as it is when residence $250 and when not a resident but outside it is $1000

Yes anyone can use a Hotel, or the Founder of the town can bann you from using it.

Anyone can use another towns store, but it costs more then being in the town itself. For example a donkey would cost $250 to a town member. But to someone buying from outside the town it'll be a whopping $1000....
