The players there are on a very high lvl, no one will want a builder on lvl 10 when you can have one of lvl 30

Currently all 9 English Worlds are open for registration.
The only exception is you cannot register World 9 if you have already for World 8 and visa versa.
In all honesty, I'd prefer Developers working on the next upgrade than an entire new world and servers.

Every world needs more builders as it is ... no reason you can't be a top builder on any of them.
(If you're a pure builder you'll find plenty of towns willing to take you in once you hit L 20 or so ... which is easy to attain since you'll be doing Building a RR Station very fast.)
