can anyone translate.

also if anyone can give me the best link for, 'what to do AFTER founding a town', with the translations of things like above, i'd be very thankfull.

I believe it says , allow to join . Literally , "appoint to town" .

thank you, wonder why its not translated like everything else on the screen. unless its just mine!!!
so i click on the citizen and then appoint to town
