As a travelor I would say a store to sell junk. Technically I can wait for my energy to accumulate so a hotel was second on the list (specially since it costs money to sleep in one). When I had a town hotel was first to make money faster to build up the town and it's free to sleep there. As far as I can tell inventory space is unlimited though so, unless you need the cash I guess you could just wait till one is built.

I haven't taken the poll , because what I look for in a town is not there .
