It's wrong. I've found several on ambush and peace negotiations (78 and 76% respectively) with premium and I think it's been found on robbing settlers (74%).
I found one Grave Robbing, I had been at it for a while however I found plenty of other stuff to keep me interested.. Now that I have that I can choose the "Mystery Item" when I get to the level 67 quest...
