I think that the towns should jobs that can be done by a number of their members.
Alot of people have been throwing out the idea of bank robberies. This could be one of those jobs. Requiring a group from one town to all travel to another town to rob the bank.
There should be requirements for the town that will prevent the smaller towns from being farmed on.
