Is there some place to get a Constitution (RULES) that I can edit for my town?

Are you asking where you can construct some buildings for your Town???

If that is your question, here is my answer:

Town hall

The town hall is something of the gathering place for the town members. New construction projects are started here and new players are invited.
With each construction level of the town hall the other buildings can be constructed a bit easier. The difficulty is lowered by five points per level of the town hall. The maximum construction level of the town hall is 10.

But if that was not your question, please re-do your question, so that I or the other players can answer it.

I think he is trying to say, "Construction"???

I don't know, I am not sure.

I think he means a set of rules for the town to lay out democracy...

I understood it fine.

I think someone did write one up on this forum, but it was aimed at getting everyone to sign up to it.
