1. Everybody gets three points they can take away in a turn.

HeftySmurf, the peoples were not united into major nations like the Romans and Egyptians. However, they were one big culture and if, say, Rome invaded France it wasn't "Rome invaded the little Gaul town down in that valley", it was "Rome attacked the Gauls".
