According to another thread (somewhere, not searching, you should have thou), there's supposed to be the option in town management & if not available then contact an admin.

Send a ticket, explain what has happened and they will make you founder.

This happened to me also. I contacted support and was told I had to wait two weeks after the founders were banned before any changes could be made.

You will need to wait the two weeks before you will be promoted to the town founder.
Banned players can appeal their ban and this is why their is a waiting period.
