Not a bug Summertime Quest

I'm at the portion of the Quest where I need to go to Riverbed (Walking on Sunshine task). I did just that but when I open the quest giver I'm not given option to complete the quest... is this timed quest and I missed my window or is it a bug?

There is no bug present with that particular quest. It is a time specific quest. If you read the quest text, you may get an indication of the time of day at which the quest will be available to you.
