Some ideas

Not part of a town yet, but how about when non-members of your town stay there - it gives you (the town leader a percentage of the money that it costs them to stay there. After all it is a sizable investment to create a town

Institute a trade feature so that money and items can be traded or money be loaned etc.

Make it so that the railroad job actually builds a piece of railroad track so that they can link towns together

*edit #1 Also thought that perhaps you should have some quests that require you to have or attain some of the items that are from earlier in the game so that the older items always have use - ie. the broken bottle, rock, grey rags - etc.

no, this leads to a form of embezzlement and grants the founder too much of an imbalance... Stranger funds from out of town visitors should remain in the town coffers think of traffic tickets... Does the issueing officer receive a bonus for writing the ticket? (despite urban myth the answer is NO). Does the Judge recieve a stipend for fine offenders? (again NO) Does the secratary recieve a filing bonus for the completed transaction? NO, no, no - the money stay in the town coffers for road maintenance....

yes! It would create a form of in-game economy (the money loaning would have to have a high interest rate that automatically takes the funds from the loaned persons pockets so that they can't take the money and run)

Make it so that the railroad job actually builds a piece of railroad track so that they can link towns together

yes, That would definately help cut travel time down... Each town could build a station to route a track through their town...

Also a good idea, but could lead to hoarding.

Dont agree with your no on #1.
If you have a good leader, he will disburse the collected funds among his members. Building up the buildings take time - money etc. And I am only talking about a percentage of the total town income being available for disbursement to the town leader.

Conversely, if you dont have a good town leader, people will go look for a new town of found one of their own.
