You'll have to be a member of a town with at least a level 14 gunsmith.

its schofield and its one of the higher level guns in the game

Go to the town recruitment forum for your world and do a search, towns often advertise such items there. Other than a gunsmith, there is no other specific place (or job) where you can get that weapon.

I want to know why they wanted it there's noone who can weild it yet.
The lowest anyone could be would level 61, and that with premium soldier bonus for a rust schofield.
And the highest level i can find is 56.
