I'm not sure I understand the question, but the problem people usually have is this: the first quest from Henry (the bartender) is just accepting the parcel. Just click complete. The second quest is delivering it, which is when you have to travel to him. There should be one Steve in every sector. Then you have one quest for Steve, and another quest where you accept a letter from Steve, and, again, just click complete.
