My understanding is that this quest chain "The avenger" is for players of the class Soldier.
I was just offered, accepted, and completed the quest in this chain from Mayor Breagon in Burnham City (quest ID 1323), and I am not a Soldier. It was only after looking this chain up and seeing it was only for Soldiers that I wasn't able to go to the next step, which is from a quest giver I don't have access to.
Seems like this link in the chain isn't restricting it to just the Soldier class.
