Oktoberfest

I just started a character on Houston and found that the "Oktoberfest in the USA" quest still is available, is it really meant to be?

Though it seems a bit odd, the quest-line is supposed to be available throughout the year. The only reason I can think of for that is that it gives the Holiday belt item as a reward for completion.
