Items to Construct/Create Objects

Instead of making all the buildings cost money, make the requirements the items you collect like wood, stone, etc.

Do the same for making items, Bandana's, Shirts, etc. Require a certain lvl tailor for different items and then you have jobs that you can work in your own town. Outsiders I suppose could also work in someones town creating possible items for the town and the person.

And I think the hotels should also give a small amount to the town.

thats basicly a bit like tribal wars but they could make a world just for that but yeah
