Yes, delete the old one, and Submit it without anything on the page.
Your Town Flag will turns out blank.
So, then you can re-upload a new one if you want.

What I mean is that...
At the box, UPLOAD FLAG, there will be some File Name there. Delete that, then click the "Submit" Button.

When he clicked on the Submit button, the answer was: "A file has to be specified!" .

couldn't you just keep the file name but change the image?

Someobody else suggested creating a 1pixel by 1pixel image in paint and uploading that one.

The problem is that the flag is nice, but you can't get into your town whithout having to close it's HUGE white window (half of the town is covered, in particular the banck and the town hall) which is quite boring after a while.
So the idea is to supress the flag.
But it seems impossible.
Having a little picture won't do it as it's not the picture but the window which is huge.
But the actual flag is nice, as you can easily change it for a new one.
