I'm at duelling level 25. When I go out duelling, I can't challenge anybody who is more than 5 duelling levels below me. So if I find someone who is level 19 or lower, the system won't let me challenge them. I get the impression this is the rule for most people in the game.
There have been a couple of times, though, when duellers who are as many as 10 levels above me have been able to challenge me. Just over Christmas, for example, one person who was at duelling level 34 was able to challenge not just me, but every other level-25 member of my town.
Does anyone know how this works? How does somebody challenge someone at a much-lower level than himself?
