Just want to make sure I don't step on any toes. As a rule of thumb don't duel workers or anyone X number of levels below you? What is a good number for X?

You should just go by whatever rules your town has. Some towns have a no rules policy which means you can duel anyone you like. Other towns have you clear every duel with them. Most fall in between those 2 extremes.

Attacking people below you is pretty much all someone ranked high can do, so don't got there, you're screwing your high end players.
Duel level is a good indicator, where I call the shots players shouldn't be attacking players who don't have a duel level that isn't at least 25% above their actual level, or 10 levels higher duel to actual level for players above level 50.

Join a no-rules dueling town. It makes life so much easier when you don't have to deal with town leaders with the mental capacity and emotional maturity of burnt toast.

Thats actualy incorrect you are not allowed to sleep in Armagedon and duel people in Ok if you do D.SAint will send you a whinny msg :bandit:
Another rule is if your getting beat up alot then leave town and say you are going shopping
Or better still if you cant beat duelers attack builders....

Leave town and say you are on vacation work better. If you say you are going shopping, people expect you to be back in town in a few days time.
