when looking for money look at wether they are close to their town or not, If they are really far away their is a good chance they will be carrying money.

^I agree. Which is why I duel other characters rather than workers most of the time for the sake of money since most of them just settle inside their towns. But of course, they step outside of their comfort zones every once in a while to work on jobs close to their towns. You just have to strike them while their hot like fresh pancakes
