On w12 I have gotten the almost full Charlatan set and so far have found:

1 x Chamberpot
1 x Fancy Shirt
2 x Rusty Harquebus
1 x Rusty Deringer
1 x Mexican Bandana
1 x Blue Bow Tie
1 x Donkey

Found alternating between Selling Guns to Indians, Charlatan and Transporting Ammunition.

In a general store at a town.

Wrong, you can find it in a tailor, not general store. Bandanas are sold at general store and headbands in tailor. However, not every town has one. You can use West stats town trader to see which town with black headband is near to you, just make sure you've chosen right world from the world drop down menu.
