One of the requirements is being able to read and understand English. So....perhaps 6 years old. Five, if you're exceptional.

I don't know Phil/Gem's recruitment policy, but its usually 16 Minimum unless in a special case.

Yes there is. The age restriction is 16 though we usually prefer 18+
