I found mine doing the bounty hunter job with premium and selling guns to indians non-premium

Firefighting as a non-premium worker and Transporting Ammo as a premium adventurer.
I'd guess the reason fewer soldiers find the note and more adventurers do is that adventurers get a bonus on finding items so don't need to be working on such high luck jobs to get it, and soldiers / duellers don't tend to have access to as many high luck jobs.

I got piece of note part 1 a couple of weeks ago in W10 while Robbing Settlers with premium.
