yep he has..but me and 2 of my frnds also have found him in his girlfriend's place..so it has more probablity there...though even if u visit other places u get small xp like 20 xp or something

You can buy it gunsmith, I suggest you use west stats town trader, pick your playing world in upper right corner and follow the instructionswheres do i get a precise slingshot
