What Are Citizen Titles For?

I've opened some towns Town Hall and see titles next to citizen's names like:
Sheriff
Greenhorn...etc.
How do you give someone those titles in the member list and what are they for?

The titles are awarded by completing achievements in the game. If you go to your character overview window you will see your title displayed above your level. The default is "No Title". There is a yellow pencil to the right of the "No Title" and if you click on the pencil you can assign yourself any achievements you are eligible for. The easiest way to get to the character overview window is to click on your picture on the upper left corner of the game screen.
