upgraded venomous snake

I played with the codes a little bit to simulate the upgrade of the snake:

what does it mean: "10% item level bonus / skill and attribute"?
it increases the bonuses from other items you have equipped? if you're wearing pants that give 10 aim, you'll have 11?

It's not something extra, that describes the effect of upgrading the item to level 1.

why don't we see this in the description of other upgraded items? this could be misinterpreted, and give people a wrong idea about what the upgrade of this item does. and it's not like it's cheap to buy 3 venomous snakes...

There are some other items that also have that, although not all of them it seems.
