Black Headband is LEVEL 1 item in tailors, black neckband is LEVEL 1 item at general store- don't get them mixed up, the sheriff won't.
World 1 towns ranked about 175 that sold black headbands, when i was looking for them-all distances from my town, so one might be close to you
