Towns Question

I was wondering something. I run a town all by my lonesome that is totally built up to the point all buildings are maxed out. With this in mind, is there any way I could withdraw funds from the town treasury as founder and sole resident?

Only by attacking forts. Takes out the battle cost out of the treasury. There's no other way to spend that money.
