Town Ranking After Points are Maxed

I just had a quick question, I'm not sure how towns are ranked once they have reached the point ceiling. I'm not sure if anyone knows... but it would be nice to know. I watch the town rankings and several towns that are completed have now dropped below other towns that were completed after. So my question is, how did that happen? is it based on how much money they have in the treasury? Thanks in advance for your thoughts.

ah! simplicity at its best :D thanks... that was almost too obvious, and yet I overlooked it.... my tendency to over complicate things I guess :p

Actually it is ASCII code order which isn't quite alphabetically.

lol dissing the Germans when the servers are, in fact, IN Germany, is probably not the best idea :p
