This issue is tricky to balance otherwise you just end up with strong towns wiping the floor with everyone else and spoiling their game. A bit like TW we have a morale system.
When you attack a weak town the players don't get that excited, they just walk into town, beat up the geezer who has cobwebs on him cos he hasn't moved for a month, the spotty oik and the constructor, take the money from the bank and go for a drink at the saloon before going home.
If they take on a town with a whole bunch of soldiers and win they're really hyped up. They lost a few guys and there was no money in the bank so they're going home empty handed. They are really hacked off so they torch the place as much as they can (decided by their health and energy).
If they take on a big town and win hands down, getting any money from the bank of the tight fisted townsfolk they get angry and envious of the well appointed town and torch the place
If you get robbed of loads of money you suffer less damage.
If you get trounced by a smaller force, from an 'inferior' town you suffer more damage.
If you put up a good fight, but only just lose, it's equal honours and you suffer little damage.
This way weak towns won't suffer much damage at the hands of their larger neighbours.
Larger towns can leave money in the bank as 'insurance', if they want, should they lose fight so that they suffer less damage.
Well defended towns are going to win, no problem.
Big towns who put all their money into build and have no defensive skilled players and are 'construction *****s' are going to get knocked back a peg or three.
