When will the town forum be put up and in action
and a few requests for jobs locamotive building more on the exp and oil farming for the dollars

The Town Forum works fine, maybe your town doesn't have much talking on them (or any).

And here's a link to a list of jobs, with train and oil jobs already included. You may not see them because you're only level 18.

what? the town forums up and running already. but i am a bit confused as to why the councilors can change the towns name...

Ask them. You can change the name of the town at any time and as much as you want. Telegram them if you have to.
