i have looked at all the top 50 towns now and cant find shawls anywere in any of them, have they been taken out of the generals stores now?

That is because if you are not a member of a town you can only buy the items two levels below the shop's level. Shawls are a level 9 general store item, so you will never be able to buy one unless you join a town with a level 9 store.
