there is no level for quests, they show on the map if u have enough labour points

then why can i see transporting amunation if i only get half the requaiered labor points?

With bonuses, which is why depending what items you have equipped, some jobs show up, while others disappear.

In robbing trains theres no double skill but theres 2 skills in dexterity, so you would have all attributes on dexterity and the other stats needed.

I'm sorry which world is that on?
As the 3 worlds in which i can see you its impossible for you to unless you have clothes that offer you 300+ labour point in it.
