No, it is not learning a secret. It's just a generic way of explaining why you get a bonus. It would be made up.
Sad to say, I believe I actually voted no to this idea.
It's not that it's a bad idea, I just think it's too complicated and complex for the game...

I've read through the entire thread and I didn't see a point brought up. There was mention of undoin research essentially. Research concerning the bank; if that was undone what would happen. The bank would go back to lvl 10 right? what about the money that was stored there, would it disappear get automatically donated to town treasury or go back to the person's inventory?

Like the idea, but I think that each town should be limited to 2 or 3 areas of research and should only get a choice in 1 or 2 of those.
Most bigger towns and cities end up as a centre for some specialist industry over time.
You may get an Army base, or Stock yards, or Railroad goods yard, or become THE place locally with all the best shops, or you may get a political administration centre etc...
Most often though any town or city will get known for 1 or 2 things. Towns get to be famous for something and it attracts more of the same.
Would be good if this could be brought in to the game and if you limit towns to specialising like that then people have to move around to get the various bonuses again.
Maybe you could set specific requirements for some building types as well. Population, Money, Resources, Fort ownership, Duelling record, Max distance to a specific job type.
