there is one more issue with this upgrade system.
since most of tombola sets are upgradeable, many valuable items from that sets (Cullen's rifle, Deadwood horse for example) will soon become unobtainable for ordinary players. nugget players will buy such items and merge it to form stronger ones, thus making them dissapear from worlds, or available for insane prices. that's not encouraging for new players, who will have to use more cheaper items with low stats.
you can always say that they can obtain some set items from future tombolas, but there will be always some better items from past sets.
