Quest - Help from Citizens (Evil Plans of the Bandits)

I'm level 177. This quest has a required level of 168. It requires that I get 10 handcuffs into my inventory.
But I only have a 34% chance of getting handcuffs to drop after an hour.

I've got gold picks all the way across the bar, I've tried buffs and different clothing sets.
But I can't get a chance for a drop higher than 34%

Is there some secret to this or is this just another useless quest I can't accomplish... at level 177?

Just do 15s with highest product drop chance..

handcuffs are sellable on the market, perhaps you can find someone to sell you some, if you can't farm enough with lots of15 sec jobs

Woodrow I put in search of inventory as "drop" and then play around with combinations.
Have over 50% chance that way now for cuffs and will put extras on market in a few days.
You also may have forgotten about pots that improve your product drop chances.
Still a slog to get 10.
Wish we could break into jails hand cuff stash...I would not be above it lulz.
