ownership of town

hi

i was wondering how i go about getting control of the town that i am in if the owner has just gone & left the town with out even telling me he was going to leave.

i have practally built all of the town myself but seeing that he has just gone i would like to take over the town so that i can let new people join if they wished.

the towns name is detroit. i have contacted admin but no one seems to be getting back to me if anyone can help thanks.
