I have tried putting in that work-around code and it says "you do not fulfill the requirements!" Do I need to be at the ghost town when I put it in?

Yes you do. TBH, I would stay around there until you're finished with the questline unless you really need to leave, its really inconvenient.

Only issue is that you get $1250 which you could lose in a duel if you belong to a town.

yes reach the ghost town and unequip your weapon...u will see quest"its easier to talk without weapons"

I'm not sure, but you don't have to be there to complete any quest that requires you doing a job. All the others including the duels I never had any reason to complete anywhere else.

Noon server time or peeps time Its noon here now and I see nothing. What are the requirements to finish it takes over 5 hours to walk to this quest I dont want to go far if I have to go back.

THERE IS NO TIME REQUIREMENT ON ANY QUEST IN THE GHOST TOWN GROUP.
If you're having a problem, it has nothing to do with the time and your solution has probably been posted 10 times already in these forums.

you need to take your weapon off as well for some of the quest to apear at the ghost town I have done them all on some worlds
