I suggest staying out of towns as long as you can do your quests build your characters, And build up a decent supply of money then you will be able to benefit your town even more.
Im only lvl 7, but I have 19 construction even then its still hard for me building the town takes alot of energy leaving me bone dry with no money and no energy to do anything. So i suggest waiting untill you are atleast 12-15 before joining a town then you will have better equiptment and more experience. Thats just my oppinion.
