This is perfect for alliances with 3 full towns. They can cut down to 2, and absolutely own in the ranks.

i like more this idea as i have one full 50 MEMBER town and need some more room for 7-8 another people

I think this is a good idea, 3 stars.
But..

If people FLOCK to these towns.. there will be VERY LESS TOWNS built and only a couple of towns will rule the game.. there will be a HUGE difference among the BIG(35-50members present day) towns and the Small(10-20members present day) towns.. there will be NO Medium(25-40members present day) sized towns

Well this idea failed to garner 80% of the vote. So it wont be submitted to the developers through me. But I wouldnt loose hope... i think this idea might be on the roadmap... but it will be awhile down the road.
