was wondering is it leagal for a town, to own a farm. like a droped acount of a prosperous money maker which could be constantly leveled and work on money jobs, and then from time to time would be used to donate poorer members or duelers.
like take from bank 9k then disarm and take all bufs off and the beneficiant atacks for a 3k profit.

would it be caunted as cheating ?

ok. then it means we have to find a designated uber money maker, which after buying best gear for him, could work and earn moneys to support military
because if the town is maxed out it is logical to invest in military than in other low lvl town.

because for better items its much easyer to make a trade pact
