Minor:new function to heal in fort fights

Proposal:
If you don't get shoot, you heal X% depending on your hp and skill points(I'd say tactics and fms are great candidates)

If someone else is full, you get a Y% heal rate increase if that player isn't getting shot at.

Such feature might remodel fort fights from it being "just get things done via aggressiven at right times" to a waiting approach.

It would also mean that running around fort in medium would be a greater idea than to try to take down towers or walls etc.

Nah......to much to abuse. Would allow buffs to come into play during the game, and we all know how that would effect a fort battle.
