I know there is a time window and a requirement to equip an item, but still after numerous tries, cannot get Maya's coffee. Am I doing something wrong? Am I allowed to ask here?

You are certainly not disallowed to ask here but I find it sad a forum as big as .net and no one is willing to give any answer to a simple question. I guess the ego of this server is over the roof.
@Texas Redd Your best bet is to ask support via ticket since no one bothers here to help. I personally haven't made the quest so I can't really help you.

Legend of The West ⭐Personally I did it a long time ago so I don't remember if I had difficulties to find it or not. Most quest items drop quickly but some have a really pretty low drop rate. I can't tell if the coffee is part of them or not.
But according to tw-calc, you just have to farm 15s jobs at grinding coffee or miling grains with a ground coffee equiped. And this while having accepted the quest beforehand. It should drop at some point.
