Yup. click the add recipient tab. That should give you a drop down with atleast 2 choices: all town members and town leadership.

I use that tool a lot when I want to inform the members of my town that we are at war with another town or just to get their opinion on what building to upgrade next.

I would imagine that he wants to make sure people read the message. No guarantee that people read the town forum. The forums are pretty clumsy and could do with some major improvement.

I use the forum and mail to inform everybody. Not everybody in my town reads the forums that much and it's better to be sure.
