What happens when you hit a wall with a quest and cannot go any further?

I was trying to do the Little Things quest but stuck on Kept note and cannot finish it because it is dependent on The Decision quest to be finished. I cannot finish The Decision quest because I completed the Fat loot step before accepting the Sabotage step.

Is there a way to reset a Quest?

some quests have multiple endings possible and if you pick "the wrong ending" then you cant complete other quests, i heard of 3 cases like this

Kept note depends on Sabotage (The Decision) and Gold trade (Three Rivers). But also:
Server time: 19:00 - 19:20
Day: Monday
Do you need to wait until Monday? I don't really remember because I've done this years ago.

in "The Decision" he went for "Fat Loot" instead of "Sabotage" so he will never be able to do "Kept Note"

but its not a big deal, its just a note that you can trade in for the Hernando's Sword, and that sword nowadays drops from jobs easily
