Several ways.
- Put an ad in the town recruitment forum.
- Check the "town wanted" thread in the town recruitment forum.
- Send telegrams to other players asking them if they're interested.
- Get friends to start playing and have them join you.
- Build the town up so that it has better buildings to offer.
Probably other ways too.

No offense Lorgos, but I think Luap intentionally left that option off his list. From my experiences with several townless adventurers and any account on a newly opened world, I respond much more favorably to a telegram than a random invite. I actually do still send a telegram politely turning down random invites, but that's me, I'm too nice. They get old.
