Yes if you click on the fort icon it will say build a big fort or build a small fort

You don't need to click it. Big forts have 3 flags (and are in the center of the sector), medium forts 2, and small forts 1.

thanks elmyr, gaffey I was referring to when you were not part of a town.. after you are a town leader then you can click on it and see but before you are part of a town was my question.. thanks anyways.

You don't need to be a member of a town. I was referring to the fort on the mini-map.
