Fancy shoes - gentlemen's set

does anybody know where I can find the fancy shoes for my gentlemen set?

I've tried this with success with other items but for some reason it isn't working for fancy shoes, it gives me a list of towns but none of the tows actually have the item...a bit weird.

Maybe its an item for new towns? or a rare item u can only find in high luck jobs

The Tailor goes up to Level 10
Fancy Shoes are a Level 9 item.
You can only see up to 2 levels below the store's level.
10 - 2 = 8
8 < 9
You will not see Fancy Shoes in the Tailor until you join that town.

I searched on West Stats.

Found these townswith it:

Forest City
The Hope-recruiting
GraveYard II
IA - Iron Wolf
IA - Liverpool
00002 Utopia
Torchwood jr
Dry Click Gulch

You may find that when you look in-game, you don't see them. Outsiders only see 2 levels below the actual levels of stores. I think you can trust west stats though.

just to confirm that the town had the fancy shoes in stock, it just isn't visible to outsiders!
